The Xenonauts you start with have been training for a long time to fight the aliens. Hell, they are barely giving you enough funding to keep one tiny base with 2 aircraft, 1 radar dish and a helicopter. So they aren't giving you their own best soldiers. It has been years since the original incident and at this point the governments are probably thinking that the alien invasion is either not going to happen anytime in the near future or not at all. Plus maybe research projects for performance enhancers that make stat increases faster, and maybe a base facility (firing range and assault course? danger room?) that makes soldiers on base gain stats faster. Maybe also have a risk of training injuries so you have a small chance of soldiers coming back and needing to recover before being fit to fight.

Training could probably cost a bit of budget for better bonuses, or be free for a lower bonus (there're great memes out there from real world militaries about what the training mission planners envisioned before and after facing the realities of the budget).

No private can get better stats than so and so, you need to see combat to get promoted and raise your cap to really get better stats - prove yourself under fire before you get any of the good stuff to take you beyond the limits of human capability). And I suppose rank, due to experience (and that migh be an excuse to put in stat caps - so your production/research base where no soldier ever goes out on a mission won't be defended by an army of Supersoldier privates during a base assault. The only stat that makes reliable sense to be raised after combat would be bravery, maybe reflexes (they get twitchy after seeing to much combat). And if you refuse the boost you'll definitely get killed.
